The Government of National Unity, represented by the Prime Minister\u2019s Office, inaugurated this morning, Saturday, 7 November 2026, in the capital, Tripoli, the 22nd Ordinary Session of the Executive Council of the Community of Sahel-Saharan States (CEN-SAD), in the presence of H.E. the Acting Minister of Foreign Affairs and International Cooperation and Vice-Chairperson of the Community\u2019s Executive Council, and with the participation of foreign ministers, heads of delegations and representatives of member states, alongside officials of the Community\u2019s General Secretariat.<\/p>\n

In his address during the opening session, the Acting Minister of Foreign Affairs and International Cooperation, in his capacity as Vice-Chairperson of the Executive Council, welcomed the participating delegations, stating: “On behalf of the Government of National Unity and the Libyan people, I welcome you to Tripoli”. He reaffirmed Libya\u2019s longstanding commitment to the Community since its establishment, highlighting its role in hosting the Community\u2019s headquarters, contributing to the development of its institutions, foremost among them the Sahel and Sahara Bank for Investment and Trade, and defending its objectives and the aspirations of its peoples at African and international forums.<\/p>\n

He noted that the circumstances Libya had experienced since 2011 had compelled the Community to relocate its headquarters for nearly fifteen years, describing this as a wound for Libya and a loss for the Community. He stressed that Libya had never relinquished its position or its responsibility towards the Community.<\/p>\n

He outlined the efforts undertaken to rehabilitate the Community\u2019s headquarters, which resumed its functions on 11 April this year in the presence of a large number of ministers from member states. He also noted that the assessment mission mandated by the Executive Council confirmed in September that the headquarters had met all the necessary requirements to resume its activities.<\/p>\n

He added: “Here is Tripoli, the city that witnessed the birth of our Community, hosting today its renewed launch, heralding a new phase of joint action”.<\/p>\n

The session is being held amid growing regional and international challenges, foremost among them the security threats facing the Sahel-Saharan region. In this regard, the Acting Minister, in his capacity as Vice-Chairperson of the Executive Council, referred to the 2026 Global Terrorism Index, which identified the region as the most terrorism-affected region in the world, noting that it accounted for approximately half of all terrorism-related deaths worldwide in 2025.<\/p>\n

He also addressed the deteriorating humanitarian situation in the sisterly Republic of Sudan, a founding member of the Community, as a result of the ongoing war, which has triggered one of the most severe humanitarian crises of our time.<\/p>\n

Emphasising the close link between the security and stability of countries across the region, he stressed that Libya was not immune to the repercussions of these challenges, stating: “What happens in Khartoum, Niamey or N’Djamena resonates in Al-Kufra, Sabha and Tripoli”.<\/p>\n

He also referred to data from the International Organization for Migration (IOM), indicating that Libya hosts approximately 944,000 migrants of 44 nationalities, including more than 325,000 Sudanese nationals. He affirmed that Libya receives them in keeping with its deeply rooted values and the bonds of brotherhood and good neighbourliness, while stressing that responsibility for managing migration is shared and that no transit or destination country should be left to bear its burden alone.<\/p>\n

He affirmed that these realities demonstrate the close interdependence between Libya\u2019s stability and that of the Sahel region, and that the security of the countries concerned requires sustained cooperation and genuine solidarity. He also highlighted the growing strategic importance of the Community, given the transformations taking place within Africa\u2019s regional frameworks, as well as its geographical reach and the historical and human ties connecting North Africa with the Sahel, the Horn of Africa and West Africa.<\/p>\n

He expressed Libya\u2019s aspiration for the Community to fulfil its role as a bridge for communication and integration, and as a framework for unifying efforts and safeguarding shared interests. He reaffirmed that Libya places the Community at the heart of its African policy and renews its commitment to supporting its institutions and strengthening its role.<\/p>\n

In this context, the Acting Minister of Foreign Affairs and International Cooperation, in his capacity as Vice-Chairperson of the Executive Council, outlined five priorities that Libya seeks to advance within the Community, beginning with **the security of border areas**. He stressed the need to prevent desert areas from becoming safe havens for terrorist groups and networks involved in arms and drug smuggling and human trafficking.<\/p>\n

He also reiterated Libya\u2019s support for the swift adoption of the protocol establishing a Counter-Terrorism Centre, as well as for strengthening cooperation among the relevant agencies, exchanging information and coordinating efforts to monitor shared borders.<\/p>\n

The session\u2019s agenda addresses a number of issues related to strengthening the Community\u2019s role, developing its institutions and working mechanisms, and following up on the implementation of previous decisions and recommendations. Discussions will also focus on ways to enhance cooperation among member states and coordinate positions on regional and international issues and challenges of common concern.<\/p>\n

The Government of National Unity\u2019s hosting of this session underscores Libya\u2019s commitment to supporting the institutions of joint African action and strengthening cooperation and solidarity among member states, based on its conviction that dialogue, coordination and collective action are essential to consolidating security and stability and advancing development and regional integration.<\/p>\n

The session is expected to conclude with the adoption of a set of decisions and recommendations aimed at supporting the Community\u2019s work and enhancing its effectiveness in achieving its objectives and fulfilling the aspirations of the peoples of its member states.<\/p>\n

Il a \u00e9galement abord\u00e9 la d\u00e9t\u00e9rioration de la situation humanitaire en R\u00e9publique s\u0153ur du Soudan, membre fondateur de la Communaut\u00e9, en raison de la guerre en cours, qui a engendr\u00e9 l\u2019une des crises humanitaires les plus graves de notre \u00e9poque.<\/p>\n

Soulignant l\u2019\u00e9troite interd\u00e9pendance entre la s\u00e9curit\u00e9 et la stabilit\u00e9 des pays de la r\u00e9gion, il a affirm\u00e9 que la Libye n\u2019\u00e9tait pas \u00e0 l\u2019abri des r\u00e9percussions de ces d\u00e9fis, d\u00e9clarant : “Ce qui se passe \u00e0 Khartoum, \u00e0 Niamey ou \u00e0 N\u2019Djamena trouve son \u00e9cho \u00e0 Koufra, \u00e0 Sebha et \u00e0 Tripoli”.<\/p>\n

Il a \u00e9galement fait r\u00e9f\u00e9rence aux donn\u00e9es de l\u2019Organisation internationale pour les migrations (OIM), selon lesquelles la Libye accueille environ 944 000 migrants de 44 nationalit\u00e9s, dont plus de 325 000 ressortissants soudanais. Il a affirm\u00e9 que la Libye les accueillait conform\u00e9ment \u00e0 ses valeurs profond\u00e9ment enracin\u00e9es ainsi qu\u2019aux liens de fraternit\u00e9 et de bon voisinage, tout en soulignant que la gestion des migrations est une responsabilit\u00e9 partag\u00e9e, dont la charge ne saurait incomber \u00e0 un seul pays de transit ou de destination.<\/p>\n

Il a affirm\u00e9 que ces r\u00e9alit\u00e9s t\u00e9moignaient de l\u2019interd\u00e9pendance entre la stabilit\u00e9 de la Libye et celle de la r\u00e9gion du Sahel, et que la s\u00e9curit\u00e9 des pays de la r\u00e9gion exigeait une coop\u00e9ration durable et une solidarit\u00e9 concr\u00e8te. Il a \u00e9galement mis en avant l\u2019importance strat\u00e9gique croissante de la Communaut\u00e9, compte tenu des mutations que connaissent les cadres r\u00e9gionaux sur le continent africain, ainsi que de son \u00e9tendue g\u00e9ographique et des liens historiques et humains qu\u2019elle incarne entre l\u2019Afrique du Nord, le Sahel, la Corne de l\u2019Afrique et l\u2019Afrique de l\u2019Ouest.<\/p>\n

Il a exprim\u00e9 le souhait de la Libye de voir la Communaut\u00e9 jouer pleinement son r\u00f4le de passerelle de communication et d\u2019int\u00e9gration, ainsi que de cadre permettant d\u2019unifier les efforts et de pr\u00e9server les int\u00e9r\u00eats communs. Il a r\u00e9affirm\u00e9 que la Libye pla\u00e7ait la Communaut\u00e9 au c\u0153ur de sa politique africaine et renouvelait son engagement \u00e0 soutenir ses institutions et \u00e0 renforcer son r\u00f4le.<\/p>\n

Dans ce contexte, le Ministre charg\u00e9 de la gestion du minist\u00e8re des Affaires \u00e9trang\u00e8res et de la Coop\u00e9ration internationale, en sa qualit\u00e9 de vice-pr\u00e9sident du Conseil ex\u00e9cutif, a pr\u00e9sent\u00e9 cinq priorit\u00e9s que la Libye entend promouvoir au sein de la Communaut\u00e9, en commen\u00e7ant par la s\u00e9curit\u00e9 des espaces frontaliers. Il a soulign\u00e9 la n\u00e9cessit\u00e9 d\u2019emp\u00eacher que les zones d\u00e9sertiques ne deviennent des refuges pour les groupes terroristes et les r\u00e9seaux de trafic d\u2019armes, de drogues et de traite des \u00eatres humains.<\/p>\n

Il a \u00e9galement r\u00e9it\u00e9r\u00e9 le soutien de la Libye \u00e0 l\u2019adoption rapide du protocole relatif \u00e0 la cr\u00e9ation d\u2019un Centre de lutte contre le terrorisme, ainsi qu\u2019au renforcement de la coop\u00e9ration entre les services comp\u00e9tents, \u00e0 l\u2019\u00e9change d\u2019informations et \u00e0 la coordination des efforts de surveillance des fronti\u00e8res communes.<\/p>\n

Les travaux de cette session portent sur plusieurs questions inscrites \u00e0 l\u2019ordre du jour, notamment le renforcement du r\u00f4le de la Communaut\u00e9, le d\u00e9veloppement de ses institutions et de ses m\u00e9canismes de fonctionnement, ainsi que le suivi de la mise en \u0153uvre des d\u00e9cisions et recommandations pr\u00e9c\u00e9dentes. Les discussions porteront \u00e9galement sur les moyens de promouvoir la coop\u00e9ration entre les \u00c9tats membres et de coordonner leurs positions concernant les questions et les d\u00e9fis r\u00e9gionaux et internationaux d\u2019int\u00e9r\u00eat commun.<\/p>\n

L\u2019accueil de cette session par le Gouvernement d\u2019unit\u00e9 nationale t\u00e9moigne de l\u2019attachement de la Libye au soutien des institutions de l\u2019action africaine commune et au renforcement des liens de coop\u00e9ration et de solidarit\u00e9 entre les \u00c9tats membres, convaincue que le dialogue, la coordination et l\u2019action collective sont essentiels \u00e0 la consolidation de la s\u00e9curit\u00e9 et de la stabilit\u00e9, ainsi qu\u2019\u00e0 la promotion du d\u00e9veloppement et de l\u2019int\u00e9gration r\u00e9gionale.<\/p>\n

Les travaux de cette session devraient s\u2019achever par l\u2019adoption d\u2019un ensemble de d\u00e9cisions et de recommandations visant \u00e0 soutenir le parcours de la Communaut\u00e9 et \u00e0 renforcer son efficacit\u00e9 dans la r\u00e9alisation de ses objectifs et la concr\u00e9tisation des aspirations des peuples de ses \u00c9tats membres.<\/p>\n
