The State of Libya officially launched its campaign, Thursday, September 17, 2026, to run for a non-permanent seat on the United Nations Security Council for the 2028\u20132029 term, during a high-level reception held at United Nations Headquarters in New York, attended by ambassadors and representatives of more than 140 Member States, on the sidelines of the 81st session of the United Nations General Assembly.<\/p>\n

During the reception, H.E. Mr. El- Taher El-Baour, Acting Minister of Foreign Affairs and International Cooperation, delivered a speech in which he affirmed that the launch of Libya\u2019s campaign for a Security Council seat for the 2028\u20132029 term represents a renewed vision and a responsible partnership aimed at contributing to the maintenance of international peace and security, guided by Libya\u2019s commitment to the UN Charter and its principles.<\/p>\n

He explained that the campaign\u2019s slogan, (Upholding Justice for Security and Peace), reflects Libya\u2019s conviction that sustainable peace is linked to achieving justice and strengthening national institutions. He noted that Libya would work within the Council to promote preventive diplomacy and political dialogue, strengthen efforts to combat terrorism and organized crime, and address migration through a humane and comprehensive approach, while supporting the participation of women and youth in peacebuilding and addressing the implications of climate security, as well as challenges associated with artificial intelligence and emerging technologies.<\/p>\n

El-Baour emphasized that Libya seeks to be a voice for Africa and the Global South, and a partner in bridging differences and building consensus. He stressed that Libya\u2019s contribution to the Council would seek to offer a different approach to addressing conflicts\u2014moving beyond top-down solutions, bridging the gap between the Council\u2019s deliberations and realities on the ground, and ensuring balanced and equitable representation of African, Arab, and Islamic issues.<\/p>\n

The launch marks the first step in mobilizing international support for Libya\u2019s bid for the seat allocated to the African Group in the United Nations General Assembly, ahead of the elections scheduled for June 2027.<\/p>\n
