شارك معالي السيد الطاهر الباعور، المكلف بتسيير شؤون وزارة الخارجية والتعاون الدولي، يوم الجمعة الموافق 25 سبتمبر 2026، في أعمال الاجتماع الوزاري المشترك لجامعة الدول العربية ومنظمة التعاون الإسلامي بشأن القدس، المنعقد بدعوة ورعاية المملكة الأردنية الهاشمية ودولة فلسطين، وذلك على هامش أعمال الدورة الحادية والثمانين للجمعية العامة للأمم المتحدة في مدينة نيويورك.
وبحث الاجتماع سبل حماية الوضع القانوني والتاريخي القائم في مدينة القدس، والحفاظ على هويتها العربية والإسلامية ومقدساتها، في ظل التحديات والممارسات الإسرائيلية التي تستهدف المدينة ومقدساتها، إلى جانب استعراض الجهود العربية والإسلامية الرامية إلى دعم صمود الشعب الفلسطيني، والتأكيد على احترام القانون الدولي وقرارات الشرعية الدولية ذات الصلة.
كما تناول المجتمعون أهمية تعزيز التنسيق العربي والإسلامي وتوحيد الجهود الدبلوماسية الدولية لحماية مدينة القدس ومقدساتها، والتصدي للمخططات الاستيطانية ومحاولات تغيير الوضع القائم، ودعم الحقوق المشروعة وغير القابلة للتصرف للشعب الفلسطيني، بما في ذلك حقه في تقرير المصير وإقامة دولته المستقلة وعاصمتها القدس الشرقية، وفق المرجعيات والقرارات الدولية ذات الصلة.
وألقى معالي السيد الطاهر الباعور كلمة دولة ليبيا أمام الاجتماع، أكد فيها أن ما تشهده مدينة القدس المحتلة من انتهاكات وممارسات إسرائيلية يستدعي تحركاً عربياً وإسلامياً فاعلاً يتجاوز بيانات الإدانة إلى اتخاذ تدابير عملية لحماية الوجود الفلسطيني والهوية العربية والإسلامية للمدينة.
وأعرب معاليه عن إدانة دولة ليبيا بأشد العبارات للاقتحامات المتكررة للمسجد الأقصى المبارك وباحاته، والانتهاكات التي تطال الوضع التاريخي والقانوني القائم، محذراً من مخاطر المخططات الاستيطانية، ولا سيما مشروع (E1)، لما يمثله من تهديد لوحدة الأراضي الفلسطينية وإمكانية إقامة دولة فلسطينية متصلة وذات سيادة، في انتهاك لقرار مجلس الأمن رقم (2334).
وشدد الباعور على ضرورة الانتقال من التنديد إلى اتخاذ تدابير قانونية واقتصادية ملموسة لمواجهة استمرار الاحتلال، استناداً إلى الرأي الاستشاري لمحكمة العدل الدولية لعام 2024، بما يشمل حظر منتجات المستوطنات، وفرض عقوبات على المسؤولين والمستوطنين المتورطين في جرائم التهجير والاستيطان، وتوفير الدعم العاجل لتعزيز صمود المقدسيين والمؤسسات الوطنية الفلسطينية.
وفي ختام كلمته، جدد معاليه تأكيد موقف دولة ليبيا الداعم لحقوق الشعب الفلسطيني المشروعة وغير القابلة للتصرف، وفي مقدمتها حقه في تقرير المصير وإقامة دولته المستقلة، مؤكداً أن تحقيق السلام العادل والشامل والدائم يتطلب معالجة جذور القضية الفلسطينية وضمان ممارسة الشعب الفلسطيني لحقوقه الوطنية المشروعة.
H.E. Mr. El-Taher El-Baour, Acting Minister of Foreign Affairs and International Cooperation, participated, Friday, 25 September 2026, in the joint ministerial meeting of the League of Arab States and the Organization of Islamic Cooperation on Jerusalem, convened at the invitation and under the auspices of the Hashemite Kingdom of Jordan and the State of Palestine, on the sidelines of the 81st session of the United Nations General Assembly in New York.
The meeting discussed ways to protect the existing legal and historical status quo in the city of Jerusalem, preserve its Arab and Islamic identity and holy sites, in light of the Israeli challenges and practices targeting the city and its holy sites. It also reviewed Arab and Islamic efforts aimed at supporting the steadfastness of the Palestinian people and reaffirmed the importance of respecting international law and relevant resolutions of international legitimacy.
The participants also addressed the importance of strengthening Arab and Islamic coordination and unifying international diplomatic efforts to protect the city of Jerusalem and its holy sites, counter settlement plans and attempts to alter the status quo, and support the legitimate and inalienable rights of the Palestinian people, including their right to self-determination and to establish their independent state with East Jerusalem as its capital, in accordance with relevant international references and resolutions.
H.E. Mr. El-Taher El-Baour delivered the State of Libya’s statement at the meeting, stressing that the violations and Israeli practices witnessed in the occupied city of Jerusalem require effective Arab and Islamic action that goes beyond statements of condemnation to the adoption of practical measures to protect the Palestinian presence and the Arab and Islamic identity of the city.
H.E. Mr. El-Baour expressed the State of Libya’s strongest condemnation of the repeated incursions into the Al-Aqsa Mosque and its courtyards, as well as violations affecting the existing historical and legal status quo. He warned of the dangers posed by settlement plans, particularly the E1 project, given the threat it poses to the territorial contiguity of the Palestinian territories and the possibility of establishing a contiguous and sovereign Palestinian state, in violation of United Nations Security Council Resolution 2334.
El-Baour stressed the need to move from condemnation to concrete legal and economic measures to address the continuation of the occupation, based on the International Court of Justice’s 2024 advisory opinion. Such measures should include banning settlement products, imposing sanctions on officials and settlers involved in crimes of displacement and settlement expansion, and providing urgent support to strengthen the steadfastness of Jerusalemites and Palestinian national institutions.
Concluding his statement, H.E. Mr. El-Baour reaffirmed the State of Libya’s position in support of the legitimate and inalienable rights of the Palestinian people, foremost among them their right to self-determination and to establish their independent state. He stressed that achieving a just, comprehensive, and lasting peace requires addressing the root causes of the Palestinian question and ensuring that the Palestinian people are able to exercise their legitimate national rights.
