أطلقت دولة ليبيا رسمياً، الخميس 2026.09.17، حملتها للترشح لمقعد غير دائم في مجلس الأمن التابع للأمم المتحدة للفترة 2028-2029، خلال حفل استقبال رفيع المستوى أقيم في مقر الأمم المتحدة بنيويورك، بحضور سفراء ومندوبي أكثر من 140 دولة من الدول الأعضاء، على هامش أعمال اجتماعات الدورة الـ81 للجمعية العامة للأمم المتحدة.
وألقى معالي السيد الطاهر الباعور، المكلّف بتسيير شؤون وزارة الخارجية والتعاون الدولي، خلال الحفل كلمة أكد فيها أن إطلاق حملة ترشح ليبيا لعضوية مجلس الأمن للفترة 2028–2029 يمثل تجسيداً لرؤية متجددة وشراكة مسؤولة للإسهام في صون السلم والأمن الدوليين، انطلاقاً من التزام ليبيا بميثاق الأمم المتحدة ومبادئه.
وأوضح أن شعار الحملة (تكريس العدالة من أجل الأمن والسلام) يعكس إيمان ليبيا بأن السلام المستدام يرتبط بتحقيق العدالة وتعزيز المؤسسات الوطنية، مشيراً إلى أن ليبيا ستعمل داخل المجلس على دعم الدبلوماسية الوقائية والحوار السياسي، وتعزيز مكافحة الإرهاب والجريمة المنظمة، ومعالجة الهجرة بمقاربة إنسانية وشاملة، إلى جانب دعم مشاركة المرأة والشباب في بناء السلام، والتعامل مع تداعيات الأمن المناخي والتحديات المرتبطة بالذكاء الاصطناعي والتكنولوجيات الناشئة.
وأكد الباعور أن ليبيا ستسعى إلى أن تكون صوتا لأفريقيا ودول الجنوب العالمي، وشريكاً في تقريب وجهات النظر وبناء التوافق، مؤكدا أن المساهمة الليبية في المجلس تستهدف تقديم مقاربة مغايرة للتعاطي مع النزاعات؛ تكسر نمط الحلول الفوقية وتجسر الفجوة بين مداولات المجلس والواقع الميداني، مع ضمان تمثيل متوازن ومنصف للقضايا الإفريقية والعربية والإسلامية،
يأتي هذا الإطلاق كخطوة أولى لحشد الدعم الدولي لنيل المقعد المخصص للقارة الإفريقية داخل الجمعية العامة للأمم المتحدة، تمهيداً للانتخابات المقررة في يونيو 2027.
The State of Libya officially launched its campaign, Thursday, September 17, 2026, to run for a non-permanent seat on the United Nations Security Council for the 2028–2029 term, during a high-level reception held at United Nations Headquarters in New York, attended by ambassadors and representatives of more than 140 Member States, on the sidelines of the 81st session of the United Nations General Assembly.
During the reception, H.E. Mr. El- Taher El-Baour, Acting Minister of Foreign Affairs and International Cooperation, delivered a speech in which he affirmed that the launch of Libya’s campaign for a Security Council seat for the 2028–2029 term represents a renewed vision and a responsible partnership aimed at contributing to the maintenance of international peace and security, guided by Libya’s commitment to the UN Charter and its principles.
He explained that the campaign’s slogan, (Upholding Justice for Security and Peace), reflects Libya’s conviction that sustainable peace is linked to achieving justice and strengthening national institutions. He noted that Libya would work within the Council to promote preventive diplomacy and political dialogue, strengthen efforts to combat terrorism and organized crime, and address migration through a humane and comprehensive approach, while supporting the participation of women and youth in peacebuilding and addressing the implications of climate security, as well as challenges associated with artificial intelligence and emerging technologies.
El-Baour emphasized that Libya seeks to be a voice for Africa and the Global South, and a partner in bridging differences and building consensus. He stressed that Libya’s contribution to the Council would seek to offer a different approach to addressing conflicts—moving beyond top-down solutions, bridging the gap between the Council’s deliberations and realities on the ground, and ensuring balanced and equitable representation of African, Arab, and Islamic issues.
The launch marks the first step in mobilizing international support for Libya’s bid for the seat allocated to the African Group in the United Nations General Assembly, ahead of the elections scheduled for June 2027.
