التقى معالي السيد الطاهر الباعور، المكلف بتسيير شؤون وزرة الخارجية والتعاون الدولي اليوم الخميس الموافق 2026.09.10، رئيس وأعضاء فريق التقييم المشكل بموجب قرار الاجتماع الوزاري لدول تجمع دول الساحل والصحراء المنعقد في الرباط عام 2022، والمعني بتقييم الوضع في ليبيا تمهيداً لعودة الأمانة التنفيذية للتجمع إلى مقرها في العاصمة طرابلس.
أعرب معالي السيد الطاهر الباعور خلال اللقاء عن تقديره للجهود التي بذلها رئيس وأعضاء الفريق، مشيداً بالمهنية والموضوعية التي اتسم بها عملهم، وبما خلص إليه تقريرهم من تقييم إيجابي للأوضاع في ليبيا، والتوصية بعودة مقر الأمانة التنفيذية للتجمع إلى طرابلس.
وأكد أن هذه التوصية تمثل خطوة مهمة نحو استعادة التجمع لدوره ومؤسساته، وتعكس الثقة في قدرة ليبيا على استضافة الأمانة التنفيذية والاضطلاع بدورها في دعم وتعزيز العمل الأفريقي المشترك، مجدداً حرص ليبيا على مواصلة دعم أهداف التجمع وتعزيز فاعليته بما يخدم مصالح الدول الأعضاء.
كما أشار معاليه خلال اللقاء الى الخطوات المقبلة لاستكمال الإجراءات المؤسسية المتعلقة بعودة الأمانة التنفيذية إلى طرابلس، وفي مقدمتها عقد اجتماع المجلس الوزاري للتجمع في العاصمة طرابلس خلال شهر نوفمبر المقبل، والذي من المنتظر أن يشكل محطة أساسية في استكمال هذا المسار، تمهيداً لعقد قمة رؤساء دول وحكومات تجمع دول الساحل والصحراء.
ومن جانبهم، أعرب رئيس وأعضاء فريق التقييم عن شكرهم وتقديرهم لمعالي الوزير وللجهات الليبية المختصة على ما حظي به الفريق من تعاون وتسهيلات خلال أداء مهامه، مؤكدين أن ما لمسوه من حرص وتعاون من الجانب الليبي أسهم في إنجاز أعمال الفريق وإعداد تقريره، معربين عن أملهم في أن تتكلل الجهود المبذولة باستكمال الإجراءات اللازمة لعودة الأمانة التنفيذية للتجمع إلى مقرها في طرابلس.
H.E. Mr. El-Taher El-Baour, Acting Minister of Foreign Affairs and International Cooperation, met today, Thursday, September 10, 2026, with the Chair and members of the Evaluation Team established pursuant to the decision of the Ministerial Meeting of the Community of Sahel-Saharan States, held in Rabat in 2022, tasked with assessing the situation in Libya in preparation for the return of the Executive Secretariat of the Community to its headquarters in the capital, Tripoli.
During the meeting, H.E. Mr. El-Taher El-Baour expressed his appreciation for the efforts undertaken by the Chair and members of the team, commending the professionalism and objectivity that characterized their work, as well as the positive assessment of the situation in Libya contained in their report and its recommendation for the return of the Executive Secretariat of the Community to Tripoli.
He affirmed that this recommendation represents an important step toward restoring the Community’s role and institutions, and reflects confidence in Libya’s ability to host the Executive Secretariat and fulfill its role in supporting and strengthening joint African action. He also reaffirmed Libya’s commitment to continuing to support the Community’s objectives and enhancing its effectiveness in a manner that serves the interests of its member states.
H.E. Mr. El-Baour also referred during the meeting to the next steps for completing the institutional procedures related to the return of the Executive Secretariat to Tripoli, foremost among them the convening of the Community’s Ministerial Council in the capital, Tripoli, next November. The meeting is expected to constitute a key milestone in completing this process, in preparation for convening a Summit of Heads of State and Government of the Community of Sahel-Saharan States, which would contribute to reactivating the Community’s role and strengthening its institutions.
For their part, the Chair and members of the Evaluation Team expressed their thanks and appreciation to H.E. the Minister and the relevant Libyan authorities for the cooperation and facilitation extended to the team in carrying out its mandate. They affirmed that the commitment and cooperation demonstrated by the Libyan side contributed to the successful completion of the team’s work and the preparation of its report, expressing their hope that the ongoing efforts would culminate in completing the necessary procedures for the return of the Executive Secretariat of the Community to its headquarters in Tripoli.
