بحضور دولة رئيس مجلس الوزراء ووزير الخارجية والتعاون الدولي المكلف، المهندس عبد الحميد الدبيبة، افتتح معالي السيد الطاهر الباعور، المكلف بتسيير شؤون وزارة الخارجية والتعاون الدولي، اليوم الاربعاء الموافق 2026.07.01، احتفالية (الدبلوماسية الليبية.. تاريخ موثق، ومؤسسة متجددة، ورؤية للمستقبل)، والتي أعلنت الوزارة خلالها عن حزمة من الإنجازات والمشروعات المؤسسية الهادفة إلى تطوير الأداء الإداري والدبلوماسي وتعزيز كفاءة العمل المؤسسي.
وأكد معالي السيد الطاهر الباعور، في كلمته، أن الوزارة تمضي في تنفيذ رؤية مؤسسية ترتكز على التخطيط والتوثيق والتطوير، بما يسهم في تحديث بيئة العمل، وترسيخ مبادئ الحوكمة والانضباط المؤسسي، والارتقاء بالأداء الإداري والدبلوماسي.
وشهدت الاحتفالية الإعلان عن إصدار الجزء الثاني من كتاب (تاريخ الدبلوماسية الليبية (1951–2011))، باعتباره مرجعا يوثق مراحل مهمة من تاريخ الدبلوماسية الليبية، إلى جانب اعتماد مشروع بطاقات الوصف والتوصيف الوظيفي، الذي يضم 954 بطاقة وصف وظيفي تغطي مختلف الإدارات والمكاتب والمعهد الدبلوماسي والسفارات، بما يعزز وضوح الاختصاصات ويرفع كفاءة الأداء.
كما أعلنت الوزارة اعتماد مدونة السلوك والانضباط الوظيفي لموظفي البعثات الليبية بالخارج، إلى جانب توثيق أعمال الملتقى الدبلوماسي الأول لعام 2025، بما يدعم تطوير العمل الدبلوماسي والاستفادة من مخرجاته في رسم السياسات المستقبلية.
وفي إطار استعراض مؤشرات الأداء، أوضح الباعور أن الوزارة أنجزت 936 إجراء وظيفيا خلال عامي 2025 و2026، شملت الترقيات والتسويات الوظيفية، كما أنجزت 4666 معاملة مالية وإدارية خلال عام 2025، إضافة إلى تنفيذ برامج تدريبية داخلية وخارجية استفاد منها 182 موظفا، في إطار جهودها المستمرة لبناء القدرات وتطوير الموارد البشرية.
واختتم معاليه كلمته بالتأكيد على أن هذه الإنجازات تمثل انطلاقة لمرحلة جديدة من العمل المؤسسي، تقوم على التوثيق والتطوير وتحديث الإدارة، بما يعزز كفاءة الأداء، ويرسخ مكانة الدبلوماسية الليبية، ويمكنها من أداء رسالتها الوطنية بكفاءة واقتدار.
وفي ختام الاحتفالية، قدّم معالي السيد الطاهر الباعور درعًا تذكارية إلى دولة رئيس مجلس الوزراء ووزير الخارجية والتعاون الدولي المكلف، باسم موظفي ومنتسبي الوزارة، تقديرا وعرفانا لجهوده المتواصلة في دعم العمل الدبلوماسي الوطني، وتعزيز مسيرة التطوير المؤسسي، والارتقاء بأداء وزارة الخارجية والتعاون الدولي.
Under the patronage of H.E. the Prime Minister and Acting Minister of Foreign Affairs and International Cooperation, Eng. Abdul Hamid Dbeibeh, H.E. Mr. El- Taher El-Baour, Acting Minister for the Management of the Ministry of Foreign Affairs and International Cooperation, on Wednesday, 01 July 2026, inaugurated the ceremony entitled (Libyan Diplomacy: A Documented History, a Renewed Institution, and a Vision for the Future).
During the event, the Ministry announced a package of institutional achievements and initiatives aimed at enhancing administrative and diplomatic performance and strengthening institutional efficiency.
In his address, H.E. Mr. El-Baour affirmed that the Ministry continues to implement an institutional vision based on planning, documentation, and development, contributing to the modernization of the working environment, the consolidation of good governance and institutional discipline, and the advancement of administrative and diplomatic performance.
The ceremony witnessed the launch of the second volume of (The History of Libyan Diplomacy 1951–2011), serving as a key reference documenting important stages in Libya’s diplomatic history. The Ministry also announced the adoption of the Job Description and Classification Project, comprising 954 job description cards covering various departments, offices, the Diplomatic Institute, and Libyan diplomatic missions abroad, thereby enhancing clarity of responsibilities and improving institutional performance.
The Ministry further announced the adoption of the Code of Conduct and Professional Discipline for Staff of Libyan Missions Abroad, as well as the documentation of the proceedings of the First Diplomatic Forum 2025, supporting the development of diplomatic work and contributing to the formulation of future policy directions.
Regarding performance indicators, El-Baour stated that the Ministry completed 936 administrative procedures during 2025 and 2026, including promotions and employment adjustments. It also finalized 4,666 financial and administrative transactions in 2025, in addition to implementing internal and external training programs benefiting 182 employees, as part of ongoing efforts to build capacities and develop human resources.
In conclusion, he stressed that these achievements mark the beginning of a new phase of institutional development based on documentation, modernization, and administrative reform, strengthening institutional efficiency, consolidating the standing of Libyan diplomacy, and enhancing its ability to effectively serve national interests.
At the conclusion of the ceremony, H.E. Mr. El- Taher El-Baour presented a commemorative shield to H.E. the Prime Minister and Acting Minister of Foreign Affairs and International Cooperation, on behalf of the Ministry’s staff, in appreciation of his continued efforts in supporting national diplomatic work, advancing institutional development, and enhancing the performance of the Ministry of Foreign Affairs and International Cooperation.
