نظمت وزارة الخارجية والتعاون الدولي، اليوم الثلاثاء الموافق 2026/08/18م، الاحتفال الثاني بيوم تكريم الدبلوماسي، بحضور السيد الطاهر سالم الباعور المكلف بتسيير شؤون وزارة الخارجية والتعاون الدولي والسيد عبد الحكيم محمد غيث، مدير إدارة الشؤون الإدارية والمالية، بالإضافة إلى السادة مديري الإدارات والمكاتب، وعدد من موظفي الوزارة، إلى جانب الدبلوماسيين والموظفين المتقاعدين وأسر الزملاء الذين انتقلوا إلى رحمة الله.
ويأتي تنظيم هذه الاحتفالية في إطار حرص الوزارة على ترسيخ قيم الوفاء والعرفان وتقديراً للجهود التي بذلتها أجيال من الدبلوماسيين والموظفين الذين أفنوا سنوات من أعمارهم في خدمة الدولة الليبية وأسهموا بخبراتهم وعطائهم في بناء مسيرة الدبلوماسية الليبية وتعزيز حضور ليبيا في المحافل الإقليمية والدولية.
وشمل التكريم خلال هذا العام 69 متقاعداً، ممن بلغوا سن التقاعد خلال الأعوام من 2018 إلى 2026م من بينهم 9 زملاء انتقلوا إلى رحمة الله وتم تكريم أسرهم.
وتخلل الاحتفال عدد من الكلمات التي أكدت أهمية الحفاظ على الإرث والخبرة الدبلوماسية الليبية والاستفادة من خبرات الأجيال السابقة في دعم وتأهيل الكوادر الحالية، إلى جانب التأكيد على أن الوفاء للمتقاعدين لا يقتصر على الجانب المعنوي وإنما يشمل كذلك متابعة حقوقهم الوظيفية والمالية والعمل على تسوية المستحقات المتأخرة واستكمال الملفات العالقة وفقاً للتشريعات والإجراءات النافذة.
كما جرى خلال الاحتفالية استعراض جانب من جهود إدارة الشؤون الإدارية والمالية في تسوية الأوضاع الوظيفية والمالية للموظفين والمتقاعدين، وتنمية الموارد البشرية وتنظيم حركة الإيفاد والعودة بالبعثات الدبلوماسية، إلى جانب تطوير البنية التحتية والإمكانات التشغيلية للسفارات والبعثات الليبية في الخارج.
واستعرض السيد المكلف بتسيير شؤون ديوان وزارة الخارجية والتعاون الدولي، خلال كلمته، جملة من الملفات المرتبطة بعمل الوزارة، متناولاً الجوانب الإدارية والمالية والسياسية والاقتصادية، ومؤكداً أهمية الدور الذي تضطلع به البعثات الدبلوماسية الليبية في الخارج في تمثيل الدولة والدفاع عن مصالحها وتعزيز علاقاتها مع الدول والمنظمات الإقليمية والدولية.
كما تطرق إلى ملف الإيفاد وتنظيم حركة الموظفين بالبعثات الدبلوماسية، وأهمية مواصلة تطوير البنية التحتية للسفارات والبعثات الليبية بالخارج وتوفير الإمكانات اللازمة لتمكينها من أداء مهامها بكفاءة، إلى جانب التأكيد على أهمية الاستثمار في تطوير وتأهيل الكوادر الدبلوماسية والإدارية، ورفع كفاءتها بما يواكب متطلبات العمل الدبلوماسي الحديث ويسهم في تعزيز حضور ليبيا ودورها على المستويين الإقليمي والدولي.
وأكدت الوزارة أن يوم تكريم الدبلوماسي يمثل مناسبة سنوية للوفاء لمن سبقوا في مسيرة العمل الدبلوماسي وترسيخ ثقافة الاعتراف بالعطاء وحفظ الذاكرة المؤسسية، بما يعزز التواصل بين أجيال الدبلوماسية الليبية.
وفي ختام الاحتفال، تم توزيع شهادات التقدير والعرفان والدروع التذكارية على السادة المتقاعدين وأسر الزملاء المتوفين، تقديراً لمسيرتهم وما قدموه من عطاء في خدمة وزارة الخارجية والتعاون الدولي والدولة الليبية.
The Ministry of Foreign Affairs and International Cooperation organized today, Tuesday, 18 August 2026, the second Diplomat Appreciation Day ceremony, in the presence of Mr. El-Taher Salem El-Baour, Acting Minister of Foreign Affairs and International Cooperation; Mr. Abdel Hakim Mohammed Gheith, Director of the Department of Administrative and Financial Affairs; a number of Directors of Departments and Offices; and several Ministry employees, as well as retired diplomats and employees and the families of colleagues who have passed away.
The ceremony was organized as part of the Ministry’s commitment to promoting the values of loyalty and recognition, and in appreciation of the efforts made by generations of diplomats and employees who devoted years of their lives to serving the Libyan state and contributed, through their expertise and dedication, to the development of Libya’s diplomatic service and the strengthening of Libya’s presence in regional and international forums.
This year’s ceremony honored 69 retirees who reached retirement age between 2018 and 2026, including nine colleagues who passed away, whose families were honored on their behalf.
The ceremony featured a number of speeches highlighting the importance of preserving Libya’s diplomatic legacy and expertise and benefiting from the experience of previous generations in supporting and developing current personnel. The speakers also emphasized that recognition of retirees should not be limited to the moral dimension, but should also include following up on their employment and financial entitlements, working to settle outstanding dues, and completing pending files in accordance with applicable legislation and procedures.
The ceremony also included a presentation on some of the efforts undertaken by the Department of Administrative and Financial Affairs to settle the employment and financial status of employees and retirees, develop human resources, and regulate the deployment and return of personnel serving at diplomatic missions, in addition to improving the infrastructure and operational capabilities of Libyan embassies and missions abroad.
In his remarks, the official in charge of managing the affairs of the Ministry of Foreign Affairs and International Cooperation’s Diwan reviewed a number of issues related to the Ministry’s work, addressing administrative, financial, political, and economic aspects. He underscored the important role played by Libyan diplomatic missions abroad in representing the State, defending its interests, and strengthening its relations with countries and regional and international organizations.
He also addressed the issue of personnel assignments and the regulation of staff movements at diplomatic missions, emphasizing the importance of continuing to develop the infrastructure of Libyan embassies and missions abroad and providing them with the necessary resources to enable them to perform their duties efficiently. He further stressed the importance of investing in the development and training of diplomatic and administrative personnel and enhancing their capabilities in line with the requirements of modern diplomacy, thereby contributing to strengthening Libya’s presence and role at both the regional and international levels.
The Ministry affirmed that Diplomat Appreciation Day represents an annual occasion to honor those who came before in Libya’s diplomatic service, reinforce a culture of recognition for their contributions, and preserve institutional memory, thereby strengthening ties between generations of Libyan diplomats.
At the conclusion of the ceremony, certificates of appreciation and recognition, along with commemorative plaques, were presented to the retirees and the families of deceased colleagues, in recognition of their professional careers and the contributions they made in service of the Ministry of Foreign Affairs and International Cooperation and the Libyan State.
