عقد صباح اليوم الثلاثاء الموافق 12 مايو 2026 اجتماع تنسيقي ضم معالي السيد الطاهر سالم الباعور، المكلف بتسيير شؤون ديوان وزارة الخارجية والتعاون الدولي، ومعالي الأستاذ الدكتور محمد الدبيب، وزير التعليم العالي والبحث العلمي، وبحضور السادة مديري الإدارات المتخصصة بوزارة التربية والتعليم.
كما شارك في الاجتماع كل من مدير إدارة الشؤون الإدارية والمالية بالوزارة، ومدير مكتب وزير الخارجية، وعدد من مديري الإدارات والمكاتب ذات العلاقة، وذلك لبحث عدد من الملفات المتصلة بالشأن التعليمي داخل دولة ليبيا وخارجها.
وتناول الاجتماع أوضاع المدارس الليبية بالخارج، وما تواجهه من تحديات وإشكاليات قانونية وإدارية ومالية، إلى جانب استعراض أعداد الطلبة الليبيين والأجانب الدارسين بهذه المدارس، ومدى انتظام العملية التعليمية بها، ومدى الحاجة إلى استمرار عملها، وذلك في ضوء تقييم أوضاعها الحالية، وبما يتوافق مع الأطر القانونية والتنظيمية المعمول بها.
كما ناقش الاجتماع أوضاع الطلبة الأجانب الدارسين بالمدارس الليبية، وما قد يترتب على ذلك من آثار تنظيمية وتعليمية ودبلوماسية، خاصة فيما يتعلق بإجراءات القبول، وتسوية الأوضاع القانونية، وضمان توافقها مع التشريعات النافذة والضوابط المعتمدة من الجهات المختصة.
وأكد الحاضرون أهمية تعزيز التنسيق المؤسسي بين وزارة الخارجية والتعاون الدولي والجهات التعليمية المعنية، بما يسهم في إيجاد معالجات عملية ومتوازنة لهذه الملفات تحفظ المصلحة الوطنية، وتراعي الجوانب القانونية والتنظيمية، وتضمن في الوقت ذاته حسن سير العملية التعليمية داخل ليبيا وخارجها.
وفي ختام الاجتماع، تم التأكيد على ضرورة وضع آليات واضحة للمتابعة والتنسيق، وتبادل البيانات والمعلومات بين الجهات المختصة، بما يساعد على معالجة الإشكاليات القائمة، وتطوير أداء المدارس.
A coordination meeting was held this morning, Tuesday, 12 May 2026, bringing together His Excellency Mr. El-Taher El-Baour, Acting Minister of Foreign Affairs and International Cooperation, and His Excellency Professor Dr. Mohammed Al-Dbeib, Minister of Higher Education and Scientific Research, in the presence of directors of the specialized departments at the Ministry of Education.
The meeting was also attended by the Director of the Administrative and Financial Affairs Department at the Ministry, the Director of the Office of the Minister of Foreign Affairs, and a number of directors of relevant departments and offices, to discuss several issues related to the educational sector inside and outside Libya.
The meeting addressed the conditions of Libyan schools abroad and the legal, administrative, and financial challenges they face. Discussions also covered the number of Libyan and foreign students enrolled in these schools, the regularity of the educational process, and the need for the continuation of their operations, in light of assessments of their current status and in accordance with the applicable legal and regulatory frameworks.
The meeting further discussed the situation of foreign students studying in Libyan schools and the potential organizational, educational, and diplomatic implications, particularly with regard to admission procedures, the settlement of legal statuses, and ensuring compliance with applicable legislation and approved regulations issued by the competent authorities.
Participants emphasized the importance of strengthening institutional coordination between the Ministry of Foreign Affairs and International Cooperation and the relevant educational authorities in order to develop practical and balanced solutions that safeguard the national interest, take into account legal and regulatory considerations, and ensure the proper functioning of the educational process both inside Libya and abroad.
At the conclusion of the meeting, emphasis was placed on the need to establish clear mechanisms for follow-up and coordination, as well as the exchange of data and information among the competent authorities, in a manner that would help address existing challenges and improve the performance of schools.
