ترأس معالي السيد الطاهر الباعور، المكلف بتسيير شؤون وزارة الخارجية والتعاون الدولي، صباح اليوم الأربعاء الموافق 29 أبريل 2026، اجتماعا موسّعا بمقر ديوان الوزارة، ضم مديري الإدارات والمكاتب، وذلك في إطار متابعة سير العمل المؤسسي، وتعزيز مستويات الانضباط الإداري والحوكمة، إضافة إلى مناقشة الرؤية الاستراتيجية للوزارة لعام 2026.
وخلال الاجتماع، جرى استعراض ومتابعة ما تحقق من أهداف استراتيجية بوزارة الخارجية خلال الربع الأول من عام 2026، وما تضمنته من مرتكزات سياسية واقتصادية وثقافية.
كما تم التأكيد على أهمية مواصلة العمل على محاور هذه الرؤية بشكل منهجي، باعتبارها إطارا مرجعيا منظما لعمل الوزارة، بما يسهم في تحديد أولويات التحرك الخارجي للدولة، وتعزيز فاعلية الدبلوماسية الليبية على المستويين الإقليمي والدولي.
وناقش الحضور عددا من الملفات الإدارية والتنظيمية، من أبرزها ملفات الإيفاد، والتسويات الوظيفية، وصرف المستحقات المالية، إلى جانب سبل معالجة المختنقات الإدارية وفق الأطر القانونية المعتمدة، بما يضمن رفع كفاءة الأداء المؤسسي، وتحفيز الكوادر البشرية، وتحقيق قدر أكبر من الاستقرار الوظيفي داخل الوزارة.
كما استعرض معالي السيد الباعور آليات العمل المعتمدة، وسبل تطوير أدوات المتابعة والتقييم، مؤكدًا على أهمية تعزيز التنسيق بين مختلف الإدارات، وتكريس مبدأي المساءلة والشفافية في تنفيذ المهام.
وفي ختام الاجتماع، شدد معاليه على ضرورة العمل بروح الفريق الواحد، والالتزام بتنفيذ مخرجات الاجتماع وفق جداول زمنية واضحة ومحددة، اعتمادا على رؤية 2026 كخارطة طريق لعمل الوزارة خلال المرحلة المقبلة، بما يسهم في تعزيز مكانة ليبيا إقليميا ودوليا، وصون هيبة الدولة، وحماية مصالحها العليا.
His Excellency Mr. El- Taher El-Baour, Acting Minister of Foreign Affairs and International Cooperation, chaired a broad meeting on Wednesday morning, April 29, 2026, at the Ministry’s headquarters. The meeting included directors of departments and offices and was held as part of following up on the progress of institutional work, enhancing levels of administrative discipline and governance, and discussing the Ministry’s strategic vision for 2026.
During the meeting, a review and follow-up were conducted on the achievements of the Ministry of Foreign Affairs’ strategic objectives during the first quarter of 2026, including its political, economic, and cultural pillars.
Emphasis was also placed on the importance of continuing to work on the axes of this vision in a systematic manner, as it represents a structured reference framework for the Ministry’s work. This contributes to defining the priorities of the state’s external engagement and enhancing the effectiveness of Libyan diplomacy at both regional and international levels.
The attendees discussed a number of administrative and organizational files, most notably assignments abroad, job status adjustments, and the disbursement of financial entitlements, in addition to ways of addressing administrative bottlenecks within approved legal frameworks. This is aimed at improving institutional performance efficiency, motivating human resources, and achieving greater job stability within the Ministry.
His Excellency Mr. El-Baour also reviewed the adopted work mechanisms and ways to develop monitoring and evaluation tools, stressing the importance of strengthening coordination among various departments and reinforcing the principles of accountability and transparency in carrying out tasks.
At the conclusion of the meeting, he emphasized the need to work as one team and to commit to implementing the meeting’s outcomes according to clear and defined timelines, based on the 2026 vision as a roadmap for the Ministry’s work in the coming phase. This would contribute to strengthening Libya’s position regionally and internationally, preserving the prestige of the state, and protecting its supreme interests.
