شهدت العلاقات الليبية–الروسية تطورا لافتا يعكس توجها استراتيجيا نحو إعادة تفعيل قنوات التعاون الثنائي، وذلك خلال الاجتماع الرسمي الذي عقد اليوم الثلاثاء الموافق 2026.04.21، بالعاصمة الروسية موسكو، برئاسة معالي وزير المواصلات بحكومة الوحدة الوطنية، السيد محمد الشهوبي، رئيس الجانب الليبي في اللجنة المشتركة، وبمشاركة معالي السيد الطاهر الباعور، المكلف بتسيير شؤون وزارة الخارجية والتعاون الدولي، رفقة وفد رسمي رفيع المستوى.
ويكتسب هذا الاجتماع أهمية خاصة كونه يأتي بعد انقطاع دام أكثر من خمسة وعشرين عاما، ما يعكس إرادة سياسية واضحة لدى الجانبين لإعادة بناء الشراكة على أسس جديدة تخدم المصالح المشتركة وتعزز الاستقرار والتنمية.
من الجانب الروسي، ترأس الاجتماع وزير الطاقة سيرجي تسيفيليف، بحضور عدد من كبار المسؤولين، في تأكيد على جدية موسكو في الدفع نحو توسيع آفاق التعاون مع ليبيا، خاصة في القطاعات الحيوية.
وقد تناولت المباحثات جملة من الملفات الاستراتيجية، في مقدمتها تعزيز التعاون في قطاع الطاقة، وتهيئة الظروف لعودة الشركات الروسية للعمل في ليبيا، إلى جانب بحث استئناف حركة الطيران المباشر بين البلدين، بما يسهم في دعم التبادل الاقتصادي والتواصل الإنساني.
كما شملت النقاشات تطوير مشاريع البنية التحتية، والتعاون في المجالات التقنية، بالإضافة إلى برامج التدريب وبناء القدرات.
وخلص الاجتماع إلى توافق مشترك على مواصلة العمل عبر اللجنة الليبية–الروسية، مع الاتفاق على عقد الاجتماع القادم في العاصمة طرابلس، في خطوة تعكس حرص الطرفين على ترسيخ شراكة طويلة الأمد قائمة على المصالح المتبادلة والتكامل الاقتصادي.
وينظر إلى هذا التحرك على أنه مؤشر على عودة ليبيا إلى لعب دور أكثر فاعلية في محيطها الدولي، وسعيها لتنويع شراكاتها الاستراتيجية بما يدعم مسار الاستقرار وإعادة الإعمار.
Libyan–Russian relations have witnessed a notable development, reflecting a strategic orientation toward reactivating bilateral cooperation channels. This came during the official meeting held today, Tuesday, April 21, 2026, in the Russian capital, Moscow. The meeting was chaired by His Excellency the Minister of Transport of the Government of National Unity, Mr. Mohammed Al-Shahoubi, head of the Libyan side in the joint committee, with the participation of His Excellency Mr. El- Taher El-Baour, Acting Minister of Foreign Affairs and International Cooperation, accompanied by a high-level official delegation.
This meeting gains particular significance as it comes after a hiatus of more than twenty-five years, reflecting a clear political will on both sides to rebuild the partnership on new foundations that serve mutual interests and promote stability and development.
On the Russian side, the meeting was chaired by Energy Minister Sergey Tsivilev, with the attendance of a number of senior officials, underscoring Moscow’s seriousness in advancing and expanding cooperation with Libya, particularly in vital sectors.
The discussions addressed a number of strategic issues, foremost among them enhancing cooperation in the energy sector, creating favorable conditions for the return of Russian companies to operate in Libya, and examining the resumption of direct flights between the two countries, which would contribute to supporting economic exchange and human connectivity.
The talks also included the development of infrastructure projects, cooperation in technical fields, as well as training programs and capacity-building initiatives.
The meeting concluded with a mutual agreement to continue work through the Libyan–Russian Joint Committee, along with an agreement to hold the next meeting in the capital, Tripoli, in a step reflecting both parties’ commitment to establishing a long-term partnership based on mutual interests and economic integration.
This move is seen as an indication of Libya’s return to playing a more active role in its international environment and its pursuit of diversifying its strategic partnerships in a way that supports the path toward stability and reconstruction.
