استهل الجانبان اللقاء باستعراض العلاقات الليبية–الروسية، مؤكدين حرصهما المشترك على الدفع بها نحو آفاق أرحب وتعزيز أطر التعاون الثنائي في مختلف المجالات، بما يخدم المصالح المشتركة للبلدين.
كما تبادل الطرفان وجهات النظر حول أبرز القضايا الإقليمية والدولية الراهنة، مشددين على ضرورة اعتماد الحوار كخيار استراتيجي لتسوية الأزمات، في إطار الاحترام الكامل لسيادة الدول ووحدة أراضيها واستقلال قرارها الوطني.
وقدم معالي السيد الباعور إحاطة شاملة حول مستجدات الأوضاع السياسية والأمنية في ليبيا، مؤكدًا عزم حكومة الوحدة الوطنية على ترسيخ الاستقرار وتعزيز المسار السياسي والأمني، بما يحقق تطلعات الشعب الليبي في التنمية المستدامة والازدهار.
من جانبه، أكد معالي الوزير سيرغي لافروف أن روسيا تولي أهمية خاصة لدعم جهود استعادة الوحدة الوطنية وتحقيق الوفاق الشامل في ليبيا، معربًا عن استعداد بلاده للإسهام الفاعل في هذه المساعي بما يعزز فرص الاستقرار والسلام في البلاد.
وفي ختام اللقاء، عقد الجانبان مؤتمرا صحفيا مشتركا، استعرضا خلاله أبرز ما تم التوصل إليه من نتائج، وسلطا الضوء على محاور المباحثات التي أجرياها، مؤكدين التزامهما بمواصلة التنسيق والتشاور بما يعزز العلاقات الثنائية ويخدم القضايا ذات الاهتمام المشترك.
H.E. Mr. Sergey Lavrov, Minister of Foreign Affairs of the Russian Federation, received on Tuesday, April 21, 2026, in the Russian capital, Moscow, H.E. Mr. El-Taher El-Baour, Acting Minister of Foreign Affairs and International Cooperation, and H.E. Mr. Mohamed Al-Shahoubi, Minister of Transport.
At the outset of the meeting, both sides reviewed Libyan–Russian relations, affirming their shared commitment to advancing them toward broader horizons and strengthening frameworks of bilateral cooperation across various fields, in a manner that serves the mutual interests of the two countries.
The two parties also exchanged views on key regional and international issues, emphasizing the importance of dialogue as a strategic option for resolving crises, within the framework of full respect for the sovereignty of states, their territorial integrity, and the independence of their national decision-making.
H.E. Mr. El-Baour provided a comprehensive briefing on the latest political and security developments in Libya, underscoring the determination of the Government of National Unity to consolidate stability and advance the political and security tracks in a way that fulfills the aspirations of the Libyan people for sustainable development and prosperity.
For his part, H.E. Minister Sergey Lavrov affirmed that Russia attaches special importance to supporting efforts aimed at restoring national unity and achieving comprehensive reconciliation in Libya, expressing his country’s readiness to contribute effectively to these efforts in a manner that enhances prospects for stability and peace in the country.
At the conclusion of the meeting, both sides held a joint press conference, during which they reviewed the key outcomes reached and highlighted the main themes of their discussions, reaffirming their commitment to continued coordination and consultation in a way that strengthens bilateral relations and serves issues of mutual interest.
